Ukraine runs its public procurement through Prozorro, and the law is explicit that foreign suppliers bid on the same terms as domestic ones. Most Nordic suppliers are not looking at it — not because it is closed, but because nobody has translated what it takes to enter.

What it actually takes to bid.
The barrier is not permission. It is four practical steps, and the third one is where most foreign suppliers stop.

You are allowed in
Ukrainian procurement law does not restrict foreign participation and guarantees non-discriminatory treatment. The exceptions are entities registered in Russia, Belarus and Iran. This is a legal position, not a policy that varies by buyer.

Register on an authorised platform
Prozorro itself is the underlying system; bids are submitted through accredited commercial platforms that connect to it. Viewing notices is free. Submitting costs a transaction fee, charged by the platform rather than by the state.

A qualified electronic signature — the real obstacle
Ukrainian law requires a qualified electronic signature to submit a bid, and a Norwegian BankID is not one. A foreign bidder either obtains a compatible signature through an accredited Ukrainian provider, or authorises a representative who already holds one. This single requirement stops more foreign suppliers than any commercial factor, and it is rarely mentioned in the material that invites them in.

Bid directly, or with a Ukrainian partner
Both routes exist. Direct participation keeps the contract and the margin with you; a consortium with a Ukrainian company brings local standing, language and delivery capacity, and can be the difference on works contracts where presence on site is assessed.

Start smaller than you want to.
The procurement process in Ukraine is not simple, and the reconstruction contracts that get the headlines are the worst possible place to learn it. We tell suppliers to start early and to bid on smaller procurements first — to get the registration, the signature and one completed submission behind them before the contract that matters.
